The Fuels Industry Association of South Africa was established in 1994 under the auspices of former president Nelson Mandela to represent the collective interests of the South African liquid fuels industry and to usher South Africa’s vital liquid fuels industry into a new democratic era.
Seelan Naidoo, Chief Executive Officer of Engen Petroleum Limited is the Chairperson of the Fuels Industry Association of South Africa for the year 2024 – 2025.
He is the 26th industry leader to chair the association since its establishment in July 1994.
The Fuels Industry Association of South Africa opened its membership in 2012 to accommodate both existing and potential marketers in the petroleum and refinery market. Membership is available to companies participating in the refining and marketing of petroleum products.
The oil industry is divided into upstream and downstream activities. Upstream refers to the exploration and production of crude oil. Downstream refers to the refining, transportation and marketing of end-user products.
The petrol retail price is regulated by government and changed every month on the first Wednesday of the month.
Under the threat from international oil sanctions in the past, the liquid fuel industry was losing less governmental intervention and regulation.
The Fuels Industry Association of South Africa takes pride in proactively engaging with key stakeholders, providing research information, expert advice and communicating the industry’s views.

19 January 2022, Johannesburg – The South Petroleum Industry Association (SAPIA) today announces the appointment of Hloniphizwe J Mtolo as the new Chairperson of the Board. He succeeds Mariam Kane-Garcia, MD and CEO of TotalEnergies Marketing South Africa. Kane-Garcia served as SAPIA Chairperson for the past two years and assumes the role of deputy chairperson for 2022.
Mtolo is the Country Chair of Shell Companies in South Africa and Head of the Downstream Operations. He is the Executive Director for Shell Downstream SA, the alternate Chairman of SAPREF and is a council member of Business Leadership South Africa. Mtolo will serve as SAPIA Chairperson for the period of 2022 and 2023.
He will lead SAPIA in its key priorities which, following the release of the regulations for Petroleum Products Specifications and Standards, is to transition to cleaner fuels through a fair regulatory and financial framework with an obtainable implementation date. To facilitate the security of supply of petroleum products and promote health, safety, security, and environment within the industry. Mtolo will provide strategic input and direction into the development of climate change policy and regulations including that pertaining to the monitoring, measuring, and reporting of GHG emissions as well as to promote industry transformation and skills development.
On his appointment, Mtolo says, “I am honoured to have been given this opportunity. Being at the helm of this organisation, I will ensure that we continue to conduct business safely, sustainably, responsibly and aligned to workable environmental solutions for our industry. The work we will be undertaking is important given the fact that today, we are more relevant than ever. SAPIA is an integral part of the South African business industry, and this nation relies on us to sustain petroleum and liquefied petroleum gas. I am looking forward to improving working relations with all key industry stakeholders.”
SAPIA is a trade organisation representing the main petroleum and liquefied petroleum gas companies in South Africa. It plays a strategic role in addressing a range of common issues relating to the refining, distribution and marketing of petroleum and LPG products, as well as promoting the industry’s environmental and socio-economic progress. SAPIA fulfills this role by proactively engaging with key stakeholders.
